People seemed to gain a huge sense of patriotism and change their pre-existing views or strengthen them. Some in favor of suffrage abandoned it, and opponents became more violent with their opposition. The government has been in a constant stalemate throughout this period, facing pressure from all directions. Political parties also had very different platforms. Teddy Roosevelt adopted women's suffrage when he ran for his third term in 1913; but Woodrow Wilson opposed it, although when quoted by Paul he seemed to be in favor of equal rights for all mankind. The war was also an important factor at the government level. The president had to suppress the suffrage movement to keep the people behind the war. It was considered treason to protest a wartime president, and such actions led to the wrongful arrest of suffragettes, which seemed to cause more trouble than it was worth after the fact. The biggest cultural change was the formation of the NWP from NAWSA; their beliefs were obviously different as the NWP was more aggressive than the NAWSA.
