In order to limit perceived bias in risk assessment, Friedman emphasizes; “People are likely to fail to consider the detrimental effect of each obstacle on the probability of success… they use some previous event to estimate the probability of the new one” (Friedman, 2011, p88). This is a specific problem in addressing risk assessment in critical areas; it must be accurate and realistic, not overstated to serve a political agenda or based on a specific event.
