Teachers' union reform has often been on the agenda over the past year. Teacher tenure frustrates the public due to ineffective teachers and school districts' inability to fire them. “These days, however, many have raised questions about whether the position actually serves the public good or simply provides job protection for senior teachers regardless of their effectiveness” (Hubsch, 2013, p. 4). Unions represent teachers and protect them from unfair labor practices, but the ethics of the profession put the best interests of the child first. The conflict between these two paradigms occurs when the teacher's tutelage interferes with the child's education. Ineffective teachers remain in their teaching positions because of the costs and time incurred in attempting to remove them from the classroom; therefore the student receives a below average education.
