INTRODUCTION The Armed Forces of the Philippines Transformation Roadmap (AFPTR) is an important part of our plan to fulfill our aspiration to become a world-class armed force. We seek to build a strong Army that is fully mission effective, professional, credibly equipped, and highly responsive to technological, doctrinal, and sociological changes. I believe we can achieve our vision of becoming world-class armed forces that are a source of national pride by 2028. The AFP can achieve these goals, firstly, by adhering to the three components of the transformation roadmap, secondly , through strong stakeholder support and third, leadership commitment. COMPONENTS OF THE TRANSFORMATION ROADMAP The AFPTR is based on the Performance Governance System (PGS) which is an adaptation of the Harvard Balanced Scorecard framework to the local circumstances of the Philippines. The AFP has instituted reforms based on the principles of good governance and performance excellence. The AFPTR has three key components, firstly, the Charter Declaration, which establishes and defines the strategic direction to be pursued. Second, the strategy map that outlines the strategic objectives and defines the interrelationship between these objectives. Third, the Governance Scorecard to ensure the achievement of strategic objectives and realization of the vision for 2028. (OJ5, 2014) The AFP has created three base camps along the way that need to be implemented to move closer to the 2028 vision. By the end of 2016, AFP fully mission capable. In the mission-capable AFP, the plan is to develop and improve our human resources, but one source of skepticism is mission capability. document …a world-class military by 2008, while bold and ambitious, is achievable, through proper implementation or execution of the AFPTR, dedicated leadership commitment, and strong support from various stakeholders. This governance framework will integrate and harmonize the different programs and activities of the AFP. With the IPSP open to the public, this means that the AFP's intent is to draw on support from a broad spectrum of stakeholders.
