The central issue with the general education classroom teachers and Mrs. Isabelle is that they were so willing to push Juanita towards Mrs. Isabelle and not make any real effort or make changes themselves. The fact that dealing with Juanita was a hassle that they were overall not willing to put up with and that Juanita was placed in special education even though she was not a good fit statistically. 7.
