1. INTRODUCTION The term unemployment means when the unemployed person actively and drastically searches for a job but is unable to look for a job. Unemployment measures the health of the current economy. Currently, the most actively cited unemployment rate is the unemployment rate itself. This equals the number of unemployed divided by the number of people in the labor force. Unemployment is a key economic factor due to the current high cost of unemployment. Meanwhile, current year unemployment rates in Malaysia were below 3.3%, based on recent news. The unemployment rate fell from 3.5% to 2.9%. Unemployment rates in Malaysia have not stabilized due to the increasing population in Malaysia. However in recent years, in 1985, Malaysia's unemployment rate reached around 6,893%. The current reported population of Malaysia in 2013 was 29.7 million (epu.gov.my). Due to the increase in population in Malaysia, the work or labor rate has become slow. Furthermore, the country's current crime rate, in August 2013, was 10.1%, equivalent to 63,221 thousand crime cases (themalaysianinsider.com). The reason for the increase in crime rates in recent years has been concern about poverty, insecurity and underdevelopment, therefore crime has become a major concern for politicians, including in Malaysia (UNODC, 2005). In view of the graph Bar 1, it is the increasing rates of crime trends from 2007 to 2012. Unemployment is a necessary economic circumstance because these days the cost of labor is becoming higher than usual.
