In 2010, the world population was estimated at 6.9 billion people. 10.1 million people were in prison. It represents a global population rate of 146 per 100,000 (Walmsley 2010). Some people do bad things against society or against other people, and that is why the law is created, which must punish bad behavior. The law is a system of rules that each country has decided to adopt to combat crime and evil behavior in society in general. There is a very long process to draft and vote on a law in a country. In France there are seven big steps in this direction. The first is that the government, deputies and senators have decided to prepare a bill (of the government) or a bill (of deputies and/or senators). The second is that the project or proposal is deposited with the Chancellery of the National Assembly or the Senate. The third, the text is examined by a parliamentary commission. They designate a person who will write a report of that text so that the Committee can make some changes called "amendments". The fourth is that six weeks after filing, the proposal or project is examined by the first Assembly. They vote on each amendment before voting on the entire bill. Once the text has been adopted, they transmit it to the second Assembly. This Assembly examined the text, four weeks after transmission, in the same way as the first Assembly. Some things may change, so the first Assembly reviews the changes and so on. The text travels back and forth between the first and second Assembly to vote on the amendments: this is the fifth step. The sixth is adoption.
