Based on foreign events, the President has the power to initiate and conduct foreign policy by proposing laws, negotiating international agreements, and appointing official foreign policy leaders. On the other hand, Congress manages foreign policy by controlling the budget and also authorizes foreign trade. Furthermore, there are some ambiguous powers among them, such as war power, but in many countries the president has the dominant power in making foreign policy.
