The president used factual information, examples, emotion and a persuasive tone to urge leaders to work with him to ensure the well-being of the people. He was able to explain people's efforts and where leaders may be failing to positively influence people. As a result, he explained to people methods that can be effective in ensuring that they maintain their commitment to the people they serve.
