“There are three types of people in the world. There are wolves and there are sheep. And then there are those who protect sheep from wolves” (Christopher Shields qtd, Police Line). There are many sheep in the world, but for every sheep there is a wolf. In this quote, those who protect the sheep are police officers. The men and women of law enforcement choose to defend the "sheep" every day. These “sheep” are the common citizens, while the wolves are the criminals. Those protecting the sheep in this quote are often in danger just as police officers are often in danger while protecting citizens. Although police cadets go through many months of training, this does not help fully prepare new officers for everyday situations. There is a need for the community that cadets are provided with more comprehensive training to benefit officers once they enter service. “In 1844, New York City had two police forces; day duty and night guard” (Sabath, n.d.). Having both night and day forces allowed for a 24-hour guard shift to protect the "sheep" of such a large city from the "wolves". During this time the police chiefs were in charge of the police department. (“The Early Days of America,” n.d.). Although police chiefs are still in office, they are now appointed as police commissioners. Having a certain person preside over the entire department is important, so police officers also obey the laws and don't just impose force on citizens. If police officers simply abused their power over everyone, they would be as bad as a “wolf.” By ensuring that every component of a civilian's life had some form of protection, he allowed policing to become a profession.
