This image of a fighting man could also symbolize her role as a rain goddess, who can sometimes be an obstacle to people. For example, as previously mentioned, she became angry at Gilgamesh because he insulted her and sent a Bull of Heaven to kill him. Her commanding presence as a rain goddess is also depicted in an important hymn. “O destroyer of the mountains/ you have lent the wings of the storm/ O beloved of Enlil/ you have come flying into the land/ you have followed the instructions of An/ O my lady, at your roar you have made the countries bow//” (Jacobsen 136) . Humans can see how powerful it is because nature can sometimes be unpredictable depending on how humans treat nature. This is why the Inanna in the Adda Seal could also be the relationship between humanity and the weather. When there are thunderstorms, it could mean that Inanna/nature is demonstrating her dominance over finite humans, and that is why they bow before them.
